- Pedalcycle with electric assist definition and age: Pennsylvania does not use the three-class system. A pedalcycle with electric assist is limited to 750 watts and 20 mph under motor power, and to 100 pounds. Bicycle rules generally apply; riders under 16 may not operate one, and the under-12 pedalcycle helmet rule applies. Local path and sidewalk rules may also apply.
