PennsylvaniaPedalcycle with electric assist definition and age
Pennsylvania does not use the three-class system. A pedalcycle with electric assist is limited to 750 watts and 20 mph under motor power, and to 100 pounds. Bicycle rules generally apply; riders under 16 may not operate one, and the under-12 pedalcycle helmet rule applies. Local path and sidewalk rules may also apply.

Allegheny County, Westmoreland CountyE-bike rules on County trails and park roads
On County trails where bicycles are allowed, e-bikes must weigh no more than 100 pounds, have a motor of 750 watts or less, require pedaling to propel, and stop motor assistance at 20 mph. Only pedal-assist operation is allowed on nonmotorized trails. E-bikes are generally permitted on park roads unless posted otherwise. The ordinance received final action March 10, 2026.
