VirginiaElectric bicycle classes, age, helmets, and access
Virginia defines three e-bike classes up to 750 watts, treats them as bicycles, and exempts them from motor-vehicle licensing and registration. Class 1 and 2 paths may be locally restricted after a hearing; Class 3 may be barred. Riders under 14 may operate Class 3 only under immediate supervision of an adult 18 or older. Class 3 operators and passengers must wear helmets at any age.

Virginia BeachResort-area e-bike routes, sidewalks, and boardwalk restrictions
E-bikes may use Atlantic Avenue year-round but are prohibited on resort-area sidewalks, the boardwalk, bike path, and oceanfront parks and plazas. Outside the resort area, sidewalks and paths may be used unless posted otherwise, with a Town Center sidewalk restriction. Riders age 14 and under must wear helmets; riders must yield, signal audibly, and dismount when needed. City guidance describes the amendment adopted October 21, 2025; an exact effective date was not established.
