New York recognizes Class 1, 2, and 3 e-bikes; Class 3 assistance is capped at 25 mph and is authorized only in New York City under state law. E-bikes may use roads posted at 30 mph or less; sidewalk use depends on local law, and public-land access requires designation/posting. Minimum age is 16; Class 3 riders must wear helmets at any age, and general bicycle helmet rules apply to riders under 14.

Suffolk CountyCounty public-property and roadway e-bike restrictions
The County code restricts e-bikes on County off-highway property and sidewalks, and bars use on County or local roads posted over 30 mph. Riders must be at least 16 on public property and roads, operators and passengers must wear helmets, and reckless or impaired riding is prohibited. Fire Island has additional seasonal restrictions, an 8-mph cap, age and passenger limits, and equipment rules. Local Law 14-2026 amended the law in March 2026; exact effective dates were not established here.
