MarylandElectric bicycle classes, age, helmets, and paths
Maryland defines three classes up to 750 watts. Class 1 and 2 path use may be prohibited; Class 3 path use is generally limited to a path adjacent to a highway right-of-way or agency-authorized locations. Operators under 16 may not operate Class 3 on a public highway except as passengers. The general bicycle helmet law requires riders under 16 to wear helmets.

BaltimoreDockless-program e-bike operating rules
Applies to e-bikes in Baltimore City dockless-vehicle programs, not all privately owned e-bikes. Covered e-bikes have a 20-mph motor-only cap; riders under 16 must wear helmets. Sidewalk operation is limited to specified streets posted at 30 mph or higher and is capped at 6 mph; other program-specific traffic and equipment conditions apply.
