KentuckyElectric bicycle classification status
Kentucky has no statewide three-class electric-bicycle definition in the current statutes reviewed. The separate electric low-speed scooter category has its own design and 20-mph limits, age 16 minimum, and local-ordinance provisions; whether a particular pedal e-bike fits that category depends on its design. Do not classify every e-bike as a scooter.

Class 3 e-bikes are prohibited on sidewalks and may use shared paths only when designated; Class 1 and 2 sidewalk/path use is subject to signs. Riders age 16 or younger must wear helmets on public property, parks are limited to designated routes or areas, and civil penalties escalate from $50 to $250. The City reported the ordinance adopted August 20, 2026; its exact effective date was not confirmed.
