- Electric bicycle registration, age, helmets, and 2026 amendments: As of October 1, 2026, Act 259 is only partly effective: its formal class-definition section is delayed until 120 days after approval. Immediate provisions include adult-supervision limits for riders under 16 on certain classes, helmet requirements for riders under 18, sidewalk operation capped at 10 mph outside business districts unless a county bars it, and local path restrictions. Existing law used the low-speed e-bike definition and requires registration. The delayed effective-date split makes classification-sensitive application date-sensitive.
