FloridaElectric bicycle classes and local authority
Florida defines three e-bike classes under 750 watts and generally gives them bicycle rights without motor-vehicle licensing or registration. Riders under 16 must wear helmets. A 2025 law authorizes local governments to regulate e-bikes on streets, sidewalks, paths, trails, and beaches, set minimum ages, and require photo identification.

Winter GardenE-bike sidewalk and bicycle-path speed, age, and ID rules
E-bikes are limited to 10 mph on sidewalks or bicycle paths not immediately adjacent to a roadway; riders must yield and give an audible warning. Class 3 is barred on the West Orange Trail. Riders must be at least 15 on public roads and property, carry government photo ID, and comply with a $100 civil-penalty and guardian-liability provision. The ordinance became effective immediately January 8, 2026.
