FloridaElectric bicycle classes and local authority
Florida defines three e-bike classes under 750 watts and generally gives them bicycle rights without motor-vehicle licensing or registration. Riders under 16 must wear helmets. A 2025 law authorizes local governments to regulate e-bikes on streets, sidewalks, paths, trails, and beaches, set minimum ages, and require photo identification.

Palm CoastE-bike minimum age, helmet, equipment, and roadway rules
The City prohibits e-bike operation by children under 11 on roads, rights-of-way, lanes, paths, sidewalks, and City property. Operators must carry identification; riders under 16 must wear helmets; night lighting, passenger-design, pedestrian-yield, audible-pass, and safe-operation rules apply. Civil penalties may reach $100. The current City code includes Ordinance 2025-18, adopted October 7, 2025; exact effective date was not established.
